Job Description:

  • Extensive knowledge and experience of labor relations principles, rules, and regulations.
  • Extensive working knowledge of Human Resources principles and practices, rules, regulations, trends, and developments, to advise management and staff on the employee relations program and to negotiate and administer labor-management agreements.
  • Skill in applying effective employee relations policies, procedures, practices, and concepts.
  • Thorough knowledge of Human Resources and Federal, State and District employment law; arbitration, NLRB and other public-sector third-party decisions, demonstrational experience with collective bargaining agreements, and PERB/OEA decisions and regulations,
  • Demonstrational ability to establish and maintain effective personal relationships to facilitate the employee relations programs and fosters positive labor-management cooperation.
  • Skill to settle grievances, negotiate contracts, and resolve employee/management disciplinary and /or performance issues.
  • Working knowledge of position classification, staffing and recruitment, HRIS, training and employee development.
  • Demonstrational ability to communicate effectively both orally and in writing to include conducting informational presentations to staff.
  • Working knowledge of MS Office; Excel, PowerPoint and Access.
